Foreign Aid

  • Cancel the debt of all Third World countries, taking into account principles of responsibility, transparency of information and accountability.
  • Impanel international monitors to ensure that money which becomes available to these countries because of their forgiven debt is employed to eliminate poverty and to further the well-being of people most affected by structural adjustment programs, in particular, women and girls.
  • Implement the 20/20 formula between the U.S. and recipients of foreign aid:  twenty percent of sums contributed  must be allocated to social development and twenty percent of the receiving government’s spending must be used for social programs.
